Meet our Founder and President, William Carlton

Southeastern E & P Services, Inc. (SEE&P) is committed to provide its customers with quality construction and technical services in the energy sector.  SEE&P specializes in oil and gas processing facility installation and maintenance.  SEE&P can provide construction services from the ground-up, site-prep, foundation work, structural-steel fabrication and erection, process equipment installation and operational support.  The president, William Carlton, has over 30 years of experience in the field, some of which are listed below.

William Carlton

William Carlton is 51 years old and resides in Magee, MS with his wife, Rhonda, and three (3) children.  William formed Southeastern Geo-Chem in 2000, after twelve years with Flare, LLC, a Mississippi based gas processing company, to provide quality geo-chem services to operators in the Southeast.  While doing so, William continued working in the production and processing field.  In 2008 William moved to Magee, Mississippi and formed Southeastern E & P Services, Inc., a Mississippi corporation to continue to provide construction and Geo-Chem services to oil and gas operators in the Southeast.  Southeastern Geo-Chem was then merged into Southeastern E & P Services, Inc. William presently serves as president of Southeastern E & P Services Inc., an energy-services company, that provides quality construction and production services to oil and gas producers.

EMPLOYMENT HISTORY:

1979-1983                  
Floor hand, pusher, and operator for M & M Roustabout Services, Tubre Enterprises and Padre Drilling Company, Corpus Christi TX.  Worked on rigs, operated heavy equipment, and pushed crews.

1983-1984                  
Rig hand for Merl Wiggins, work derricks on work-over rigs, assisted lease operators on various down-hole pumps and natural gas engine drive-lift systems, assisted in maintaining production facilities.

1984-1988                  
Owned and operated Carlton’s Services of Louisiana, Inc. which was engaged in all phases of oil field construction, production facility hook-ups, location permatizing, flow-line and artificial lift (pump) installations.

1988-1990                  
Construction Superintendent for Bill Hawkins & Associates, Inc., oil field, pipeline construction, and heavy equipment operation.

1990-2001                  
Construction and Production Superintendent for Flare, LLC

2001-2008                  
Formed Southeastern Geo-Chem to perform geochemical exploration work in the Southeast U.S., continued assisting as Superintendent to Flare, LLC, Canecutter Production Inc. and Dufour Petroleum, LP.

2008-present              
Formed Southeastern E & P Services Inc, a Mississippi corporation which has merged with Southeastern GeoChem, Inc., to continue to provide construction and technical services to oil and gas operators in the Mississippi and Alabama area.

PAST JOB DUTIES:

  • Principal trouble-shooter for all Flare, LLC processing-equipment operating, in Alabama, Mississippi, Louisiana, and Texas.
  • In charge of mobilization and demobilization of all Flare, LLC gas Processing and treating equipment.
  • Processing and treating superintendent for all Flare, LLC gas processing and treating projects.
  • Supervise fabrication, site preparation, and field installation of natural gas processing equipment, pipelines, and related facilities.  Experience with installation, start-up, and operation of mechanical refrigeration units, cryogenic units, J-T units, KOH treators, amine units (CO2 and H2S removal), and fractionation plants.  Experience with reciprocating gas compressors.  Experience with mol-sieve and glycol dehydrators. 
  • Have experience with natural gas engine drives such as Caterpillar, Waukesha, and White Superior.  Responsible for working with engineers on cost estimation, equipment installation, job safety, and new operator training.  Have installed and started-up in excess of forty-eight (48) gas processing, treating, blending, and gathering projects throughout the US and abroad. 

MAJOR ITEMS OF WORK:

  • Operations supervisor over thirty-six (36) oil and gas wells for Flare, Inc.; oversaw work-over, re-completions, assisted in project evaluations, writing of AFE’s, and day to day supervision of lease operators.
  • Contract operated a 1 MMcf/d J-T and 5 GPM amine plant for COHO Resources, at Martinville, in Mississippi.
  • Installation, start-up, and operation of a 3 MMcf/d propane refrigeration plant for BTA Oil Producers in South Alabama, to sell residue gas directly to an LDC.
  • Installation, start-up, and operation of a 10 MMcf/d propane refrigeration plant in Alabama, to sell residue gas directly to an LDC.
  • Installation, start-up, and operation of a 7 MMcf/d propane refrigeration plant in Alabama, to sell residue gas directly to an LDC.
  • Installation, start-up, and operation of a 2 MMcf/d propane refrigeration plant in Alabama, to sell residue gas directly to an LDC.
  • Installation and operation of a 5 & 2/10 mile gas gathering Pipeline in Alabama.
  • Installation, start-up, and operation of a 3 MMcf/d propane refrigeration plant in North Mississippi, for Roundtree and Associates, Inc.
  • Renovation of a 80,000 gallon per-day fractionators, in Alabama, for Pruet Production.
  • Trouble-shooting on a 100,000 gallon per-day fractionators in Alabama, for Dufour Petroleum, Inc.
  • Installation and start-up of a 1000 bbl/day crude oil stabilizer for Calumet Resources, Inc., in Florida,
  • Installation and start-up of a 1 MMmcf/d JT plant, for Amerada Hess, in Mississippi.
  • Reconditioning, installation, and start-up of 5 GPM amine plant, for Edge Petroleum, in Alabama.
  • Installation of a 500 Mcf/d JT unit, for Texaco, at the Humble, Texas R&D facility.
  • Trouble shooting on a 32 MMcf/d lean oil plant near Maurice, Louisiana for Maurice Gas Processing, Inc.
  • Installation, start-up, and operation of a 1 MMcf/d propane refrigeration plant for Smackco, Ltd. and Cobra Oil and Gas, in south Alabama.
  • Installation, start-up, and operation of a 3 MMcf/d J-T plant for Denbury Resources, in central Mississippi.
  • Installation and start-up of a 15 GPM amine plant and 5 MMcf/d mechanical refrigeration plant, in Mississippi, for Tex-Star Petroleum, Inc.
  • Installation and start-up of a 1 MMcf/d mechanical refrigeration plant for COHO resources, Inc. in central MS.
  • Installation and start-up of a 40 GPM amine plant for Tex-Star Petroleum, Inc., in Jefferson Davis County, MS.
  • Installation of a 2 ½ mile high pressure gas-gathering system near Maurice, Louisiana for Maurice Gas Processing, Inc.
  • Dismantling and mobilization of the Akron Plant in Akron, Michigan and transportation of that plant to Columbia, MS.
  • Dismantling and mobilization of a 45 GPM amine plant and transportation of that plant to Columbia, Mississippi for Ocean Energy.  Supervise reconditioning of the equipment for future utilization by company.
  • Complete construction of an aerosol, blowing agent, and purity, liquefied petroleum gas blending facility in Petal, Mississippi for Diversified CPC International, Inc.
  • Supervise Installation and startup of a processing plant, which included a 60 GPM amine unit, a de-propanizer, and a 15 MMcfd mechanical refrigeration unit for Stocker Resources, Inc. in Inglewood, CA.
  • Consultation on a major renovation of a 3 MMcf/d propane refrigeration plant sold to Calumet Resources, Inc., for use in South Florida.
  • Dismantling, mobilization, and transportation of two (2) 100 GPM amine plants, for Samedan, in South Mississippi.

PROJECTS COMPLETED UNDER SEGC and SEE&P:

  • Assisted Flare, LLC in replacement of the Butler Street plant in South Alabama, from a 1.5 MMcfd plant to a 3.0 MMcfd mechanical refrigeration plant.
  • Assisted Flare, LLC in reconditioning, installation, and start-up of a 60 GPM amine unit, for Meridian Resources, at Laccasine, LA.
  • Worked as Construction Superintendent for DPI, on construction of a 250 ton, per-day CO2 purification and liquefaction plant located in New Orleans, LA.  Project involved installation of 800', of 18" HDPE line, under and around multiple infrastructure, (including municipal street and multiple utilities beneath the street), site prep, pile driving, equipment setting, hookup, and startup. Worked as assistant to project manager and with project engineers to help ensure contractors preformed properly.  Assist DPI with day-to-day operations of the facility.
  • Work as Superintendent and production foreman, for Canecutter production Co., on operated properties, consisting of two deep plunger lift gas/condensate wells in South Alabama.
  • Through Southeastern Geo-chem Inc., serve as Manager of White-Tail Exploration, a company engaged in utilizing Geo-Chemical techniques to explore for Oil and Gas.
  • Assist Mobile Welding and Engineering Works of Montego Bay, Jamaica, in evaluating and procuring a 450 ton-class hydraulic crane.  Mobilize equipment for a Caribbean project.
  • Numerous Geo-Chemical surveys in Alabama, Mississippi, Louisiana, and Texas.
  • Work-over superintendent for Junction City Oil Co., on shallow producing wells, in Clarke County, MS. 
  • Complete dismantling and abatement of a 32 MMCFD lean oil plant in South Louisiana.
  • Recently completed a natural gasoline terminal for DPI in Petal, Mississippi which consisted of 8 rail car loading spots, 2 truck unloading spots, and 2000 bbl of storage.
  • Reconditioned 2 refrigerated J-T plants, for Tellus Operating Group.  Installed and started up 1 of these units, along with installation of NGL storage.
  • Lead contractor for Tellus Operating Group on new construction, of a 20MMCFD CO2, separation, injection, and cycling facility in Smith County, MS.  Provided site-prep, foundation, piping and commissioning support for project.
  • Installation of a five-product, aerosol, storage-tank farm, at a central Georgia LPG filling plant.  Project included installation of five, 4,000 to 12,000 gallon, LPG tanks with associated piping, pipe supports, pumps, safety systems, etc.
  • Installation of two-temporary, 18,000 gal., LPG trailers on pipeline slug-catcher, for Rosetta Resouces, Catarina, TX.
  • Installation of a permanent, 42,000 gal., LPG storage tank, for Rosetta Resouces, Catarina, TX.
  • Fabrication of a custom vapor recovery/condenser system for a customer in Louisiana.
  • Re-conditioning and installation of a 10 MMCFD mechanical refrigerated J-T plant along with a 200 GPM amine unit in Wayne County, MS.  Scope of work included fabricating and re-packaging the refrigeration skid, re-conditioning the amine pump skid, working with company engineers on plant installation, I&E installation and interconnecting pipe fabrication and installation.
  • Installation of a butane vapor/liquid rail rack header system along with truck loading/unloading for Seminole Energy, Rogersville, TN.
  • Lead contractor for Greenleaf CO2 Solutions’ West Yellow Creek meter station.  Installed a 220MMCFD capacity meter station and injection pumps for the project.  Scope of work included layout, site/civil, piping, fabrication, installation, flange torqueing, and instrumentation installation.  Pipe sizes included 16” .500 wall, 10” .500 wall, 8” and 6”.  Flanges installed were all 1500 series. 
  • Installation of two 90,000 gallon LPG tanks and piping for Seminole Energy.  Scope of work included site/civil, tank foundations, lifting and setting vessels in place, piping and pipe foundations.  Fabrication and installation of catwalks and ladders.
  • Installation of gas house piping and manifolding for Diversified CPC in Georgia.
  • Fabrication and installation of one of our custom built vapor recovery units to recover truck vapors for Seminole Energy.
  • Re-conditioning and installation of a 15gpm Amine unit for Premier Natural Resources in Simpson County, MS.
  • Relocation and installation of a 30,000 gallon LPG tank and a 12,000 gallon LPG tank for Tellus Operating Group’s South Trenton project, Smith County, MS.
  • Hook-up of two 90,000 LPG storage tanks for Rosetta Resources in Catarina, TX.
  • Tie in to Destin Pipeline for Treetop Midstream’s Hiwannee gas system.  Scope of work included excavation and installation of 6” pipe and valving from the BP Destin system to Treetop’s system.
